HSE Supervisor

The Role
As an HSE Supervisor, you will be responsible for ensuring health, safety, and environmental (HSE) compliance across offshore construction activities for a large-scale offshore wind project in Taiwan. Acting as the link between site operations and the HSE Manager, you will conduct inspections, audits, reporting, and contractor oversight to ensure the safe, compliant, and efficient delivery of the project’s construction phase.
What You Will Do
- Conduct and ensure weekly HSE inspections and monthly health & safety audits on site.
- Record, track, and ensure timely closure of actions arising from inspections, audits, and HSE meetings.
- Report and escalate long-standing, frequent, or high-potential issues to the HSE Manager.
- Collect and submit HSE statistics from all contractors.
- Report incidents in line with project procedures and manage updates through the designated incident channels.
- Ensure contractors investigate incidents, prepare adequate reports, and close out corrective actions.
- Support incident investigations, including high-potential near misses or significant events, and prepare lessons learned and debrief materials for wider dissemination.
- Maintain and update all relevant HSE registers, including incident, inspection, audit, vessel, environmental monitoring, environmental corrective actions, water sampling, and dropped objects registers.
- Assist with updates to HSE policies, management plans, procedures, and forms.
- Provide coaching and oversight to contractors to strengthen HSE performance across all sites.
What We Are Looking For
Bringing the below skills and qualities will make it easier to succeed in this role:
- Bachelor’s degree or technical diploma in occupational health, safety, environmental science, engineering, or related discipline.
- Minimum 5 years’ experience in HSE supervision on large-scale construction, energy, or offshore projects.
- Fluency in English and Mandarin, excellent communication skills, enabling to uphold safety standards while promoting a collaborative safety culture.
- In-depth knowledge of construction HSE practices, including risk assessments, PTW, SIMOPS, LOTO, lifting operations, working at height, and emergency response.
- Familiarity with Taiwan’s OSH regulations and interaction with local authorities.
- Professional HSE qualification (e.g., NEBOSH, OSHA) required; GWO certifications (Sea Survival, Working at Heights, First Aid, Manual Handling) considered an advantage.
